If age 2 or over, yes. Children are only allowed to fly free if under the age of 2, regardless of their need for a seat.

I guess my question is what do they mean by over two?
Are we talking the day after their second birthday they aren't considered a lap child, or they are a lap child until they turn 3?

It's before their second birthday.
"One child over 14 days and under two (2) years of age, not occupying a seat, may be carried as a Lap Child when traveling with an adult (12 years of age or older)."
